Seems to me that WN could distinguish itself as customer-friendly by designating those seatbacks as stowage for newspaper, magazines, water bottles and similar small items.

I hear ya'. Keep in mind that I am not a regulatory expert, but the problem with your suggestion comes in the details. Would we allow only one item, either a paper, magazine or a water bottle? Would it be two items? Three? In what combination? What about a book--hardback or paperback? Pocket size or full size? What size water bottle?
In fairness to FAA rules, they are just trying to make travel as safe as possible. And, we've seen occasions where they have loosened regulations to allow Customers more choices, like with child restraint devices. Or like being able to use cell phones while on the ground. It wasn't too long ago that all phones had to be switched off from the time the door closed until it opened.
