Seems to me that WN could distinguish itself as customer-friendly by designating those seatbacks as stowage for newspaper, magazines, water bottles and similar small items.
I presume the FAA must approve the submitted carryon policy, and would reject one that permitted customers to stuff seatbacks which could hinder egress in the event of an emergency.
