On a flight yesterday from CRP->AUS, the FA made an announcement that everyone had to remove headphones from their ears since they could not easily tell whether people were using electronic devices. So it looks like no noise-cancelling headphones below 10K feet.
Seems like a better solution would be to make the headphone wearers keep the unplugged plugs for their headphones out in plain sight where the FAs can see them.
