Although they just recently changed the rules (in the last few days, I think), I got my Michigan DL last year before I had a SSN. All I needed was my foreign passport, and a couple of other documents (which could be a DL from another country, birth certificate, US immigrant or non-immigrant Visa, marriage license, School ID, etc).
