I had this happen a few months back on AS on approach to MCO. All I could see below were clouds and it appeared as though we were still several hundred, if not several thousand, feet off the "deck." Apparently, we were quite low and what I thought was a layer of clouds was actually ground-hugging fog. They pilots executed a "go-around" when they got to the point where they had to see the runway or abort. After another 15-20 minutes in the traffic pattern, they tried again on an alternate runway and we made it in, although as a passenger looking out the side window I didn't see the ground until we nearly crossed the threshold (the "numbers"). I'm sure glad we made it in, as I believe the alternate is MIA.
