It would seem as though social services has no choice but to get involved, although maybe it would have been appropriate for the consulate or embassy to have some kind of liason in cases like this. I don't know how much time their staff would have to deal with things of this nature, however.

While the procedure may have been a little blunt to the girls (and probably needs to be revised), social services probably acted according to their established procedures.

The incorrect answer would have been to leave the girls alone in their hotel room or roaming around the city unchaperoned.
The answer is for the travel insurance company to arrange for their travel home in the safest and most expedient manner possible and have them delivered to relatives.
