It does raise an interesting question of what happens if a parent traveling with children becomes sick (to the point of not being able to care for the kids)or dies.

It would seem as though social services has no choice but to get involved, although maybe it would have been appropriate for the consulate or embassy to have some kind of liason in cases like this. I don't know how much time their staff would have to deal with things of this nature, however.

While the procedure may have been a little blunt to the girls (and probably needs to be revised), social services probably acted according to their established procedures.

The incorrect answer would have been to leave the girls alone in their hotel room or roaming around the city unchaperoned.
