A couple suggestions:

2005 Mahi Sauvingon Blanc $13 USD
2007 Alamos Torrontes $8 USD
2006 Alamos Malbec $8 USD
2005 Te Kairanga Sauvignon Blanc $15 USD
2006 Finca Monteflores Seleccion Torrontes $9 USD

The two Torrontes picks are just explosive wines that are < $10. In my mind, both of those are incredible values right now. With the dollor being so weak, finding quality wine < $10 is increasingly rare.
