I've never read of any non DL elite getting an upgrade on Delta metal.
CO has upgraded me multiple times - but that is route dependant - I think they had an active poaching program a while back.

I have also been upgraded on AM several times - but the you can't do that at the gate (at least while in MX), I've only had success with that at the ticket counter.
