The situation the OP referred to pertains to buying a ticket at a given price, then at some point later the price drops.
Two different set of circumstances.
adding to that, the best fare guarantee is only if you see the fare drop on the same day you buy a ticket...for me it was 2 weeks after then the fare dropped.

i did a search and came up empty on how much exactly the admin fee is if the price drops much later...
