Why do some Hyatts such as Maui give little for Diamond elites

I was just wondering why Hyatts go out of their way to give upgrades and RC access for Diamonds while other Hyatts give little, such as Maui.

I was looking at going away to Hawaii this year and will be staying at the Waikiki and Kauai resorts where I have always had room upgrades to either nice views, larger rooms AND regency club access.

I will of course stay away from the Maui resort where I have found the upgrades to RC to be very tough for diamonds (some diamonds even report rooms for sale and still no upgrade to Regency Club!) I also found the old Las Vegas Hyatt was also terrible for RC access.

Compare that to the other Hyatts Waikiki, Kauai, Scottsdale - even the RC has a posted sign that says the RC is for Diamonds - Orlando to name a few where the upgrade to RC access is pretty well guaranteed for diamonds. I understand that RC upgrades are not guaranteed at resorts, but it is surprising that some resorts do really go out of their way for diamonds where other do the absolute minimum - and then not always even that. Why do the other Hyatts give so out of their way for diamonds while others don't?

Is it a management issue?
Are some Hyatts locally owned and the local owners set the tone?
