The mega terminal idea is a good one... it is actually one interconnected mega terminal already. So just do away with the articificial separation of terminals and put all the gates to common use (while bulldozing the budget terminal). Much more efficient use of space and gates. And have one designated car pick up area for all flights.
i suppose the main catch behind tiger's relatively cheap fares is the use of the no frill terminals, else it would become another jetstar from T1 with pseudo LCC fares.

operating from T1/2/3 is more expensive than the incentive based BT.
