Actually, it would be more effective to contact health officials in DC (the District) rather than WHQ who I am sure is VERY well aware of this problem (since it was reported last year in the ORD RCC and others) and yet the problem STILL exists. Health officials in a particular city have the ability to close things down and levy fines where appropriate.
