If the pictures are for commercial use then that is true. For private use there is no reason why you can't take pictures unless it's in a specifically prohibited area like passport control or of security measures.

Also, as bealine points out, in a new airport terminal which is not yet open to passengers they will not be wanting spoiler pictures to some out before the grand opening.
