Change in Hilton cancellation policy?

I travel every week to Tysons Corner (Northern Virginia) and usually stay in the Hilton or ES there. In the past I know their cancellation policy was by 4:00pm of the day you arrive. I know I've used this in the past (maybe 6-8 months ago), but when I tried to cancel yesterday (Hilton) due to me not traveling (weather), they said it was a 48 hour cancellation policy. After talking with the manager and pleading my case for awhile they let it ride - but if I wasn't a frequent stayer there I'm not sure I would have gotten it.

Does anyone know if this is the standard for all Hilton's now or is this a location by location thing?
