No. Not necessarily. When I said that I meant it in an IT, DB management sort of way, not in a policy sort of way. In other words, "they don't zero it out so you can't rely on it to be available as the information is meaningless." Not, "they don't zero it out so it is available."
To put it another way, fare buckets are not your single source of truth for the availability of tickets, only a general indicator. IANAL, YMMV, OAC, OMGLOLBBQ, etc.
