Grr, so much work to avoid the high underage fee. Almost worth while to go to Enterprise
Thats the problem.
I can rent from EZRAC for 324USD all in w/underage for a SUV
Enterprise for a SUV w/underage is 409USD
Thrifty with underage is 413USD for a SUV

Hertz is 355USD w/ using the ABA to waive underage and 10% off, and another $20 off coupon
