Sure - but if T is available, then the cost to change is just the change fee. If it's not, then you're looking at changing from T to E or W - which is much more expensive.
Not from my experince. You only need U to be available, and then you can change according to the rules of the T ticket. You don't need to upgrade to W. (At least I didn't).
