Well, I hate to say this but I think United is right here. If you look at the web page you linked the only affected states are: Connecticut, New York, Maine, Massachusetts, New Jersey, Rhode Island, New Hampshire, and Vermont. IAD is none of these so I guess they did do you a "one-time" favor after all.
