what exactly is an operational delay

So I was booked on a couple of flights last week, and the first went into a delayed status approximately 5 hours before it was scheduled to leave (which was going to cause me to misconnect). A call to reservations and I was told that it was an "operational delay".

At the airport I inquired about rerouting and was met with something just short of hostility - when I asked about rebooking on another carrier, I was told that "operational delay" = weather or ATC. Is this accurate, or was I being blown off (I suspect the latter since the same TA told me there was nothing else available on US that day to get me to my destination, even though I already knew there was from my call to reservations a few minutes prior).
