Seriously though, unless United spent money to put vests at every station, it wouldn't make it worth it. There would be no way every F/O would hold on and carry around his own vest, they have enough to keep a handle on now.
Vests are required for walkarounds at LHR; they are provided by a guy standing on the jetway.
UA looked into putting vests on all the airplanes for walkarounds, but ultimately decided against it.
