There is no EU equivalent of FAMs, since it is just some member states rather than the EU itself that run air marshal-type programs. This not-yet-finalized "deal" is not even at the point where an EU-equivalent of US FAMs is a given next month, the month after that or even by this time next year.
If this "deal" gets finalized into law, it will mainly come to be because of British and French demands inside the EU and the USG's overseas adventures.
