I witness this behavior fairly often and it's on par with the so called "gate lice". Multiple times during elite boarding I'll get on board and see people back in the exit rows and yet somehow, the bins over the bulkheads are full (even though one is seated there)

How it makes deplaning faster, I have no idea.
