I can't imagine why any airline would want to discourage mileage runs, regardless of financial condition.

If they don't want people to buy low fares, then they won't offer them. They make the fares, not us passengers.

Award travel is capacity controlled, so the only downside to mileage runs is more competition for award seats or upgrades from other people.
