I believe the "initial" voucher can only be used by the named passenger. However, after a little work you can make the voucher usable by anyone.
Last year I purchased a non-refundable ticket for my Dad who subsequently could not travel due to a health issue. I cancelled the ticket and CO issued an electronic VOUCHER (they gave me a number over the phone and then via email
). The OnePass CSR told me it could only be used by traveler named on the original ticket (my Dad). However, the OnePass CSR explained that if the voucher is used for a ticket that costs LESS than the voucher amount, a CREDIT will be issued which can then be applied to ANY traveller's ticket.
I ended up purchasing a $50 one-way fare from Austin to IAH which he never flew resulting in a credit of ~$400 which I then applied to one of my flights.
Of course, you will have to pay the $100 change fee.
I actually talked with 2 CSR's - what was a bit odd was both had to explain this in rather vague terms - it took a little while for me to understand the process. I dont know why they couldnt just explain it simply or why CO just wouldnt issue a voucher less the $100 that could be used by anyone - they are still going to keep the money.
