It's just like arriving internationally at MIA or DFW. You get to the top of the jetway and are shunted off to the left or right and must go part way around the perimeter of the terminal, then to passport control. The door to the waiting area of the boarding gate is closed. You have no access to that area upon arrival.
Maybe the old incarnation of Jorge Chavez was the way you described. I honestly don't remember.
