AY, for example, only forwards luggage on same bookings or to other OneWorld partners not to other carriers (unless on same booking).

I guess UA staff has not been told the same and therefor gives you this service.
At TLL, I have had SK check-in staff check bags through on a separate itinerary on CX, and CX was able to do the same on my flight back.

I guess I'm just curious when it's a matter of policy, and when it's a matter of check-in agents not wanting/knowiing how to do it.
