Here's the sting in the tail:-

Similar rules should therefore be enacted for rail, ferry, bus and coach transportation. It would be irrational, unfair and a distortion of competition to compensate for denied boarding or a long delay in the case of a plane journey between two European cities whilst not offering compensation in similar circumstances for a high speed train journey between the two same cities.</font>
This will probably ensure that the proposal never becomes law. Nobody is going to pay train passengers compensation of this order.
