This is more in relation to the HK-49 transfer issue rather than the IAD 1K room issue (I have kept away from them ever since reading FT ). Went to do this exact same thing at CTO in SEA. The agent was very nice about it, spent quite a bit of time etc to organise some 500 milers and 1 HK-49 transfer to our satisfaction. Interesting afterward to this though - they then called my friend a day or so later and informed them that 500 miler e-certs aparently could not be transferred (but the HK-49 is okay?!). At least they called up to say so, which was a nice touch rather than having my friends arrive at the airport and have no upgrades and no idea why.
