I'd say the seat map was wrong.

However, what you have just said does ring a bell with me. It sounds suspiciously like the seat map they put up for pre-assigning on a flight I got the other week. It turned out to be a Monarch A321 !

There is no issue with recline afaik. You are sitting behind the exit and therefore recline away from it.
