No upgrades or miles earned on Singapore airlines [on lowest fares?]

Few Asian airlines offer free upgrades if you are an economy customers. I have found that sometimes the flight attendant will upgrade you once you are on board and if and only if you are a true VIP (true on Singapore). Most uphold strict no-free upgrade policy and even do not offer miles if you are the least expensive paying passenger by restricting mile earning fares. Unlike Asian carriers, US carrier will automatically upgrade you if there is a seat in premium class if you have elite status. Does that still hold true on European or Asian carrier? Please advise.
