Most of the consolidators only deal with travel agents and/or their ethnic customers (through their retail sections) directly and are not online (except for a basis website that they don't bother updating).
They tend to operate on a low cost structure and do a lot of things manually (when you call, they would look up the various airline contracts in a binder [these take forever to load into online booking sites] and calculate the fare manually while at the same time checking for availability on their CRS. Even for online consolidators like TourEast, they don't always have the full set of airline contracts loaded (as they can change frequently and are usually distributed by the airlines via fax / .pdf format) onto their sites.
