To add, I don't have any punitive Law & Order agenda here, I'm as left-leaning as anyone else in Toronto.

But I think the unprecidented specific nature of this crime would invoke the specific statues designed for airport saftey.

I would not rely on the catch-all "mentally ill" tag.
