it's a TSA rule imposed at a lot of major airports, like LAX. technically, the airlines are not supposed to allow you to check a bag if you miss the 45 minute cutoff at any airport that has the rule, but it can be possible to have a bag tagged "late" and taking your chances (i do it all the time, and i've never had a bag miss my flight).
