Nope! That's the Intercontinental Tokyo Bay.
What kind of room have you got at the ANA? It makes all the difference here as standard rooms on lower floors have basic, uninviting bathrooms whereas those with premium rooms are rather nice.
Locationwise the hotel is fine.
It can be tricky to find info on this hotel because of the 3 letter name, but there are a few reviews (including mine) on the IC Hotels forum

The club lounge at ANA is excellent and serves a decent breakfast (you can dine in the main buffet if you go before 7:30am), afternoon cakes and scones and a European cheese board (an expensive food in Tokyo) and some canapes with champagne and cocktails in the evening.
Location suits most visitors and is perfect for some of them. I'm not a fan of the area, but still found it to be a convenient spot with good transport links.
From the Club lounge and a third of the rooms there is a view of Roppongi Dori
PHOTO - It's often used in time lapse photography as a seminal image of night time Tokyo. If you don't already recognise it, eventually you'll find yourself spotting it from Tokyo montages.
