As has been mentioned, they are afraid of a jetway operator meeting the engine in a moving fashion. Or, that's what they guy who used to help write the various procedures for the US FOM told me when having a brew with the PIT FSDO crowd way back in 00 or 01 when US was just getting the 321s.
