It would completely through into disarray the "as long as you can lift it you can take it onboard" policy as passengers would be taking far more weight onboard - splitting a bag which was very heavy into essentially two bags would be encouraging the passengers to take more which is problematic for EZ/FR. More fuel needed, etc.
