Maybe you are right, probably you are, but I haven't seen any evidence of Customs around since Katrina. Example: I was traveling with a man who was required to turn in a form to customs, and the airline told us that we would have to do it in DTW.
A shuttle driver told us that there was a rumor going around the "international" was going to be removed from the name, but upon reading this thread, I'm not sure that there is any process for doing this.
MSY used to have quite a few int'l flights, as it was a focus city for Pan Am to Latin and South America. If you look at the list of flight route authorization, you will see all of the approved routes for PA out of MSY through the years...
