The $164 ORD-SFO price they are listing is a one way fare based on round trip travel. Taxes, Airport Facility charges,and fuel surcharges also aren't included. Looking at the fare rules your flights must meet the following requirements.

From Chicago to San Francisco: 10:45 – 17:00, 20:00 – 23:59; From San Francisco to Chicago: 6:45 – 11:00, 18:00 – 23:59

Even if your flights meet these requirements, you may not qualify for the special fare as United may only have a limited number of seats that are available for this fare. A good way to see all the fares would be to do a lookup on orbitz.com. Assuming this deal is good on stuff not booked on ual.com, orbitz will show you practically every combination for your itinerary.

I just did a search on orbitz and there were 28 different non-stop combinations (ORD-SFO) on the dates you were looking for that returned a fare of $346.

The $346 fares breakdown as follows:

Base fare: $308.46
Taxes: $37.88
Total: $346.34

Once you see the flight combination you want on orbitz, then go back to ual.com and book the same itinerary on ual.com. The fare should be the same. By booking at UAL.com you'll qualify for the online booking bonus too
