Blocked seats are a courtesy only. If operational needs require us to move seats, we try to avoid moving people if we know it's blocked. If we need to use that seat, sorry, but we will.

Good luck letter writing about FA authority to move people up. We can, if circumstances warrant it. They frown upon it if there's no good reason, or justification for it. They might get a little heat for it, but not fired. What good would it do the OP to write about it anyway? If it is some misguided attempt to get revenge for not being moved up yourself, don't waste your time.
