I may be wrong but I think it got the name since at one point, they moved all the international flights from HOU-Hobby to IAH when that opened. I don't think HOU has much, if any, int'l flights.

Check out AVP - Avoca, PA (Scranton/Wilkes Barre area). They used to have a flight to Canada but haven't in a number of years. But it's an "international" airport.
