Is it possible to standby an earlier dometic flight from an international arrival at EWR or IAH? If so, how should I do it? Should I request the standby at the initial check in, or after passing the customs and talk w/ the baggage handlers?

I've never connected at those airports, are there any other mechnisms that may enable me to standby and have to bags travel with me?
