This is a bit misleading; it can be a stopover. But it must be adjacent flight coupons (so SYD-LAX-SFO on QF codeshare is allowed, while SYD-LAX-LAS-LAX-SFO is not allowed). However using QF codeshares on OWE is cost prohibitive.
