Some airports in FL have bins where you "must" toss backyard citrus - any citrus not purchased from a store.
I've never seen anyone use the bins, nor would I be tossing any of the citrus products I plan on eating or giving as gifts. I know enough not to take Florida citrus into Arizona, California or Hawaii.
It's not within the TSA's authority to confiscate fruit, plants or other items or enforce agricultural restrictions.
