I'd say #1 (RESTORE EMPLOYEE CONFIDENCE) is at risk (see IAM and Ramp/CS union issues that are about to boil over).

Once schedules get disrupted by union activity (or lack thereof), #2 (RESTORE CONSUMER CONFIDENCE) goes in the dumper.
