Right, but they were still permitted to sell any old inventory they had in stock. After the Feb 07 date (I think), they were required to post a sign near any old analog only devices that they wouldn't work for OTA without the converter box after Feb 09.

...which I've seen prominently displayed at numerous retailers. If Wal-Mart doesn't have the signs out, THAT is something that should be reported to the FCC.
