Bulges, no matter how suspicious and lumpy, are not a security threat unless they fail the WTMD *and* wanding. TSA curiosity isn't enough to drag out the dark room.
They could make a case for checking for plastic explosives concealed in underwear. Too bad they lack the technology to screen for explosives.
