And why would the government pay someone full-time (or even part-time) GIC-level pay to do the same as what the CTA as a regulatory body which has members can do without a figure head? From the looks of it, nothing has changed ever since the position within the CTA was abolished MANY years ago. The Air Travel Complaints' Commissioner position was created solely to overlook the AC/CP merger. That is long gone now and the CTA has succeeded in adding the role of the ATCC to its list of duties. I personally don't see anything wrong with that.

And when does the EU Bill of Rights talk about rights to food or water when stuck on an aircraft etc.? Or when does the EU Bill of Rights talk about any of that stuff short of compensation for delayed/xxl flights when on the ground before departure? If the Bill of Rights did cover a significant number of areas, then maybe I wouldn't be as opposed to your suggestion. But the EU one doesn't cover even half of the truly important stuff. And it doesn't talk about procedures that airlines/pax should take in a given circumstance.

Last time I made a booking (admittedly international), I was able to print out the tariff. It wasn't beautiful, but I was able to read it and play with it.

Now if you want to turn it around and say that the tariffs should be more reader friendly (for international) or more complete (for domestic and transborder), and generally more readily available than it currently is, then we could agree on something.

But two things must be said: 1) WS and the others are no better/worse than AC; and 2) all Canadian carriers are doing a significantly better job already than they used to. Implementation of C-11 will hopefully make things even better as yes, there is very highly likely room for improvement.
