The first two items are dead-easy, since all the information is readily available to the airline and is withheld from the customer for no other reason but to obfuscate the facts. The last is regulatory, but it should be a minimum requirement; competitiveness is available to those that want to do better.
Points 1 and 2 has been taken care of. Former session Bill C-6 was passed and received Royal Assent. There are a few things that need to happen before it is fully implemented, but the point is that a framework is in place to make it happen.

As for point 3, that's up to the market to decide.
