If the size of the plane is downgraded (say from a 320 to a 319), any bumped passenger is not due compensation.

As far as the right thing for UA to do, you be the judge. But it certainly is better for UA to notify the pax in advance, instead of involuntarily bumping at the airport, with no compensation.
