There is always chance that something will open up, but there simply is no way to know.

Now I don't know if you want to consider this, but if there is availability after New York on the Vermonter, you might want to consider putting your parents on one of the earlier Regional trains out of DC to NY. Then buy them a ticket on the Vermonter out of NY to your ultimate desination. This may be more trouble and moving around than they want to tackle, but it would be one way to get them to the party.
